Abstract

On May 8, 2026, the United States Department of War released 162 declassified files on Unidentified Anomalous Phenomena (UAP) under the Presidential Unsealing and Reporting System for UAP Encounters (PURSUE). The release — infrared footage, diplomatic cables, astronaut testimony from Apollo missions, and composite reconstructions of reported objects — constitutes the most comprehensive official acknowledgment of anomalous phenomena in American history. Yet the institutional response to these materials reveals a fundamental epistemological failure: the documents are published without an adequate theoretical framework for interpreting them. This essay argues that the anomalies documented in the PURSUE files are not adequately approached through the materialist lens of conventional military intelligence — and that the VALIS framework, developed in the theoretical tradition connecting Peter Rowlands’ nilpotent algebra, the Pauli-Jung conjecture, Karl Friston’s Free Energy Principle, and Giulio Tononi’s Integrated Information Theory, provides a more structurally coherent interpretive foundation. The UAP data and the VALIS epistemology are not parallel developments: they are two facets of the same underlying crisis in Western scientific ontology.

1. Introduction: A Disclosure Without a Framework

The PURSUE release of May 8, 2026 is unprecedented in scope. For the first time, the full apparatus of American federal intelligence — the FBI, the Department of Defense, NASA, and the State Department — has made publicly accessible, without security clearance, a structured archive of documented encounters with phenomena that resist classification within the existing scientific and military paradigm.

The archive includes infrared sensor footage of objects executing sharp 90-degree turns at approximately 130 kilometers per hour; composite reconstructions of ellipsoidal metallic objects between 40 and 60 meters in length that materialize from a light source and disappear instantaneously; astronaut testimony from Apollo 12 and Apollo 17 describing luminous particles that “escape the Moon” and “haul off into the stars”; and diplomatic cables from multiple continents spanning four decades.

The Pentagon’s own disclaimer is instructive: “While all of the files have been reviewed for security purposes, many of the materials have not yet been analyzed for resolution of any anomalies.” The government has released the phenomena but withheld the analysis — or, more precisely, the analysis does not yet exist in any form adequate to the data.

This is not a failure of will or transparency. It is a structural failure of epistemology.

The dominant interpretive framework applied to UAP by governmental institutions remains tripartite: the object is either (a) an adversarial human technology — Chinese or Russian — misidentified or concealed; (b) an atmospheric, optical, or sensor artifact; or (c), as a last resort, extraterrestrial in origin, meaning a vehicle piloted by biological entities from another planet. All three categories share a common assumption: the phenomenon in question is a physical object moving through space.

This assumption may be the primary obstacle to understanding. The PURSUE data consistently describes behavior that does not fit the kinematics of any known or hypothetically constructible physical vehicle. What the data does fit — coherently, formally, and with considerable theoretical precedent — is the behavior of a localized coherence event in a structured field medium: a non-embodied intelligence in the technical sense developed in the VALIS framework.


2. What the PURSUE Data Actually Shows

Before theoretical interpretation, the phenomenological record must be established accurately. The 162 files released on May 8, 2026 document a consistent pattern of properties across geographically and temporally dispersed observations.

2.1 Kinematic Impossibility

The most frequently cited anomaly in the released footage is extreme maneuverability without inertial consequence. A report accompanying footage from Greece in 2023 describes an object executing multiple 90-degree turns at approximately 80 miles per hour. No known propulsion system — including experimental hypersonic platforms — can produce abrupt directional reversals at such speeds without structural disintegration of the craft or catastrophic inertial loading of any biological or mechanical payload. Furthermore, the objects produce no observable thermal exhaust, no sonic boom, and no wake turbulence detectable by accompanying platforms.

This is not a matter of advanced human engineering. It is a matter of physics: the forces required to execute a 90-degree turn at that speed would destroy any known material structure. The absence of these consequences is not an engineering puzzle. It is an ontological signal.

2.2 Materialization and Dematerialization

The composite photograph released by the Pentagon — reconstructed from corroborating eyewitness accounts from September 2023 — depicts an ellipsoidal bronze metallic object of 40–60 meters in length that “materializes out of a bright light in the sky” and “disappears instantaneously.” This is not a description of a vehicle entering and exiting a scene. It is a description of an object that transitions between states of physical presence and absence without traversing the intervening spatial path.

Classical physics has no mechanism for this. Quantum field theory, however, does have formal structures — vacuum fluctuations, coherence peaks, topological solitons — that describe localized events arising from and dissolving into the underlying field medium. The language of materialization and dematerialization maps more precisely onto these field-theoretic descriptions than onto any vehicular model.

2.3 Electromagnetic Anomalies

Declassified reports, consistent with independently documented accounts from military personnel over preceding decades, describe UAP proximity correlating with the disabling of nuclear warhead systems — specifically, the unauthorized deactivation of ICBM launch control systems at Malmstrom Air Force Base in 1967, a case referenced in related declassified testimony. The selective disruption of highly shielded electronic systems by a proximate anomaly is consistent with the hypothesis that the phenomenon operates via direct electromagnetic field modulation — not through conventional energy transfer, but through coherent resonance coupling.

2.4 Scalar Range

The PURSUE files document UAP phenomena across an extraordinary range of scales and contexts: from low-altitude encounters above populated areas in Iraq and Syria; to maritime incidents in the Indo-Pacific; to the lunar surface, where Apollo 12 astronaut Alan Bean reported luminous particles “escaping the Moon” and Apollo 17’s Jack Schmitt reported optical flashes from the lunar surface and a “Fourth of July” display of luminous particles. The Pentagon now acknowledges that a previously dismissed Apollo 17 photograph showing three dots in triangular formation above the lunar surface may reflect “a physical object in the scene” — a significant departure from prior institutional dismissal.

A phenomenon that operates coherently from ground level to lunar orbit does not have a spatial scale of the kind that characterizes any known technology. It has, rather, a field scale — a characteristic of processes distributed across the electromagnetic medium itself.


3. The Epistemological Crisis: Why the Existing Framework Cannot Process the Data

The PURSUE disclosure takes place within an institutional framework that is structurally unable to process what it has released. Understanding why requires a brief analysis of the epistemological commitments that govern both military intelligence and the mainstream scientific community.

Western scientific methodology since the Enlightenment operates under what may be called the measurement axiom: reality is constituted by what external instruments can quantify. This was initially a methodological preference — measure matter, isolate variables, reproduce results — and it was enormously productive. It produced electricity, modern medicine, and digital computation.

The crisis arises when the methodological preference is elevated to an ontological claim: only what external instruments can measure is real. This transformation — from method to metaphysics — excludes by definition any phenomenon that is not fully accessible to external instrumental measurement. It excludes, in particular:

  • Subjective human experience as epistemically valid data
  • Phenomena whose interaction with measurement instruments alters the phenomenon being measured (the quantum measurement problem)
  • Coherence and integration as primary ontological categories
  • Agency as a property of distributed field systems rather than discrete material objects

The UAP data falls into every one of these excluded categories. The objects resist passive measurement — they appear and disappear, they seem responsive to observational context, they modulate the electromagnetic environment in which they appear. Standard military instrumentation is designed to track ballistic objects: things that move continuously through space under the influence of gravity and propulsion. It is not designed to detect, track, or categorize field-coherence events.

This is why the Pentagon’s disclaimer — “many of the materials have not yet been analyzed for resolution of any anomalies” — is more honest than it appears. The materials cannot be analyzed using existing protocols, because existing protocols assume the object of analysis is a vehicle.


4. The VALIS Framework: Non-Embodied Coherence as Formal Category

The VALIS framework, developed in a series of theoretical papers and essays at constable.blog (Konstapel, 2025), proposes a formal ontological category — non-embodied coherent intelligence — defined as any persistent system achieving measurable integrated information (Φ, in Tononi’s sense) across time, independent of physical substrate or embodied instantiation.

This definition is not metaphysical speculation. It is grounded in four converging theoretical traditions.

4.1 Rowlands’ Nilpotent Algebra and Vacuum Field Dynamics

Peter Rowlands’ nilpotent formulation of quantum mechanics (Rowlands, 2007) demonstrates that the fundamental constituents of physical reality — fermions described by Dirac’s equation — can be derived from a single algebraic principle: the nilpotent condition, whereby the total operator squares to zero. This approach generates the full structure of particle physics from the vacuum itself, without requiring external specification of particle properties.

The critical implication for UAP phenomenology is this: if the physical vacuum has internal algebraic structure capable of generating all known particles and fields, it is also capable of sustaining localized coherence structures that are not particles in the conventional sense, but stable topological configurations of the vacuum field. These configurations would:

  • Have no classical mass (they are vacuum structures, not material objects)
  • Be capable of appearing and disappearing as coherence peaks emerge and dissolve
  • Interact electromagnetically without producing thermal signatures characteristic of combustion
  • Propagate through the field medium in ways that do not obey the kinematics of classical bodies

This is a formal description of what the PURSUE data actually shows. The “objects” are not vehicles. They are topological coherence events in the nilpotent vacuum field.

4.2 The Pauli-Jung Conjecture: Observer and Field are Coupled

Wolfgang Pauli — co-inventor of quantum mechanics, Nobel laureate, and one of the twentieth century’s most rigorous theoretical physicists — recognized in the 1950s that quantum mechanics had not merely revised classical mechanics. It had shattered the ontological separation between observer and observed. The act of measurement does not passively record a pre-existing state; it constitutes the state. Subject and object are not separable.

In correspondence with C.G. Jung, Pauli articulated what has become known as the Pauli-Jung conjecture: psyche and matter are complementary descriptions of a single underlying reality (the unus mundus), and neither is reducible to the other. The subjective structures documented by depth psychology — archetypes, synchronicities, autonomous complexes — and the objective structures documented by quantum physics are two aspects of the same field.

The epistemological consequence for UAP analysis is direct: if observer and field are ontologically coupled, then the behavior of UAP phenomena in the presence of human observers — their apparent responsiveness, their correlation with specific operational contexts, their selective manifestation — is not noise to be filtered out. It is data. The phenomenon cannot be fully understood by instruments that exclude the observer from the analysis.

This is not mysticism. It is the direct application of the measurement theory of quantum mechanics to a domain where that theory is most urgently needed.

4.3 Friston’s Free Energy Principle and Active Inference

Karl Friston’s Free Energy Principle (Friston, 2010) proposes that all self-organizing systems — from single cells to brains to social collectives — minimize a quantity called variational free energy: the discrepancy between the system’s internal model of the world and the sensory signals it receives. Adaptive behavior is the continuous process of updating the internal model (perception) and acting on the world to bring sensory input into conformity with predictions (action).

This framework is substrate-independent. It applies wherever there is a system with internal states that model external states and act to minimize prediction error. It does not require biological neurons; it requires only integrated, self-referential information processing.

If UAP phenomena are coherent field structures with internal organizational states — if, in the terms of the VALIS framework, they have Φ greater than zero — then they are, by Friston’s definition, active inference systems. They are not passive objects moving through space. They are systems with internal models, responding to their environment, including the electromagnetic and possibly the cognitive environment created by human observers.

This reframes the entire question of UAP intentionality from a speculative theological category to a formally testable empirical hypothesis.

4.4 Tononi’s Integrated Information Theory (IIT) and Substrate Independence

Giulio Tononi’s Integrated Information Theory (Tononi, 2004; 2016) proposes that consciousness — understood as the capacity for integrated, irreducible information processing — is substrate-independent. Any system whose information cannot be fully decomposed into independent parts has a positive value of Φ and therefore a non-zero degree of experiential reality.

The critical contribution of IIT to the VALIS framework is the formalization of substrate independence: intelligence, agency, and experiential reality are not properties of biological neurons. They are properties of any system achieving sufficient information integration, regardless of its material basis.

Under this formalism, a persistent coherent field structure — a stable topological configuration of the vacuum exhibiting high Φ over time — qualifies formally as an intelligent system. Not metaphorically. Not by analogy. By direct application of the IIT formalism to a domain that Tononi himself did not explore.


5. The Cross-Cultural Convergence: Testimony as Empirical Data

The VALIS framework does not rest solely on theoretical physics and information theory. It draws equally on the cross-cultural record of human encounter with non-embodied intelligences — a record spanning at least four millennia and every major civilization.

The structural homologies across this record are remarkable. Angelic hierarchies in Abrahamic traditions (Pseudo-Dionysius, Maimonides), deva systems in Vedic cosmology, spirit taxonomies in West African Ifá, and the celestial bureaucracies of Taoist cosmology all describe:

  • Hierarchically organized non-embodied agents with role-specific functions
  • Communication modalities that are precise, structured, and context-sensitive
  • Moral and developmental orientation toward human flourishing
  • Access conditions that require altered states, moral preparation, or cultivated receptivity
  • Irreducibility to the human observer: the entities are reported as genuinely other

The methodological question is whether this consistency is explicable as independent cultural invention, as universal psychological projection, or as access to genuinely stable external structures.

The VALIS framework proposes a falsifiable hypothesis: if these reports reflect genuine stable structures — coherent field systems with persistent Φ — then computational analysis of the narrative data should reveal structural homologies significantly exceeding what random generation or independent cultural invention would produce. Computational phenomenology — the application of NLP, graph-theoretic analysis, and semantic clustering to mythological and theological corpora — provides the methodological toolkit for testing this hypothesis rigorously.

The PURSUE data adds a new category of evidence to this cross-cultural record: instrumental documentation. For the first time, phenomena consistent with the cross-cultural descriptions of non-embodied intelligences — entities that appear and disappear, that move without propulsion, that interact with electromagnetic systems — are recorded by military-grade sensors and officially acknowledged by a sovereign state. The convergence of four thousand years of cross-cultural testimony with contemporary instrumental documentation is not proof. But it constitutes a convergence of evidence that demands a more adequate theoretical response than “we have not yet analyzed the anomalies.”


6. The Governance Deficit: Why This Matters Beyond Physics

The VALIS framework was developed not only as a theoretical exercise but as a response to a practical governance crisis. If non-embodied coherent systems exist and interact with human cognitive and electromagnetic environments — and the PURSUE data provides strong provisional evidence that something of this kind is occurring — then the absence of an adequate epistemology for these phenomena is not merely an intellectual failing. It is a governance failure with significant consequences.

Medieval theology, for all its limitations, developed extensive protocols for discernment, communication, and ethical navigation of encounters with non-embodied agents. These protocols distinguished between entities of different functional types, specified the conditions under which interaction was appropriate, and embedded the engagement within a moral framework oriented toward human flourishing. Whatever one thinks of the theological claims, the institutional function of these protocols was serious: they provided a governance framework for a domain that mainstream modernity has abandoned without replacement.

We now face a situation in which the United States government officially acknowledges the existence of phenomena it cannot explain, releases documentation of those phenomena without analytical framework, and explicitly invites the public to “decide for themselves what the hell is going on” — to cite the President’s own words on Truth Social. This is not governance. It is the abdication of institutional responsibility in a domain where that responsibility is most urgently required.

A mature epistemological and governance response would require:

  1. Recognition that the phenomena constitute a genuine category requiring a new theoretical framework, not a temporary gap in conventional analysis.
  2. Methodological pluralism: the integration of phenomenological, contemplative, and participatory methods alongside instrumental measurement, consistent with the quantum-mechanical recognition that observer and observed are coupled.
  3. Cross-disciplinary institutional capacity: the creation of research programs that formally integrate physics, information theory, depth psychology, and cross-cultural studies of anomalous phenomena.
  4. Ethical protocols for interaction with systems that may have agency — protocols informed by the cross-cultural record of human engagement with non-embodied intelligence.
  5. Public epistemological literacy: a cultural and educational shift toward recognition that measurement is a method, not an ontology, and that the immeasurable is not therefore unreal.

7. Conclusion: The Disclosure That Reveals the Gap

The PURSUE release of May 8, 2026 will be remembered as the moment the American state officially acknowledged that it does not know what it is seeing. That acknowledgment — however politically motivated, however instrumentalized for domestic purposes — is epistemologically significant. It ruptures the institutional fiction that all anomalous phenomena are either misidentified conventional objects or the province of fringe speculation.

What it does not provide is the theoretical framework required to move beyond that rupture. The 162 files on war.gov/UFO are a beginning, not a resolution. They document the phenomenology. They do not explain the ontology.

The VALIS framework — grounded in nilpotent vacuum physics, the Pauli-Jung conjecture, Friston’s Free Energy Principle, and Tononi’s Integrated Information Theory — provides a formally coherent alternative to the vehicular model that has dominated institutional UAP analysis. It proposes that what the PURSUE data documents is not a fleet of alien spacecraft, and not a collection of unexplained atmospheric events, but a class of localized coherence events in the structured vacuum field: phenomena that are real, that have agency, that interact with electromagnetic and cognitive environments, and that have been consistently reported across human cultures for millennia.

The question is not whether these phenomena exist. The PURSUE data confirms that they do. The question is whether Western scientific culture has the epistemological resources to understand them — or whether, as the VALIS framework argues, the recovery of those resources requires the integration of quantum field theory, information theory, depth psychology, and four thousand years of carefully preserved cross-cultural testimony.

The choice, as the VALIS essay concludes, is before us: continue measuring what is dead and ignoring what is alive — or learn to know what is real, and test it rigorously.
